REPORT OF THE <br />COMMITTEE ON PUBLIC WORKS AND <br />INTERGOV ERNMENTAL RELATIONS <br />DATE: September 9, 2008 Re: Comm. No. 1394/Bi11351 <br />PLACE: Sheraton Keauhou Bay Resort and Spa <br />78-128 Ehukai Street <br />Kailua-Kona, HI 96740 <br />TIME: 2:15 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication <br />No. 1394, regarding Bill 351, reports as follows: <br />Bill 351, transmitted by Director of Public Works Bruce McClure, via Communication No. 1394, dated <br />August 13, 2008 amends Chapter 24, article 10, division 6, section 24-288.1, schedule 36.1 (Active loading <br />and unloading zones), paragraph (c), South Hilo, of the Hawaii County Code 1983 (2005 edition, as <br />amended), is amended by adding the following, to be appropriately numbered and to read as follows: <br />~ Kamehameha Avenue, mauka side, be inning from a point one hundred eleven feet <br />northwest of Shipman Street and extending ffty-eieht feet in the northwesterly direction." <br />This amendment is based on a need for more parking in Downtown Hilo. <br />Department of Public Works Civil Engineer Aaron Takaba appeared before your committee and <br />commented that Traffic Division Chief Ron Thiel confirmed with the businesses in the area and the <br />Downtown Improvement Association on their request; and it was determined that adding these short-term <br />active loading zone stalls would be appropriate. <br />There was no testimony from the public on this proposed bill. <br />Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and intent <br />of Bill 351, and recommends its passage on first reading. <br />dkr <br /> AYES NOES A&E EX <br />FORD X <br />RIGA X <br />HOFFMANN X <br />IKEDA X <br />JACOBSON X <br />NAEOLE X <br />PILAGO X <br />YAGONG X <br />YOSHIMOTO X <br />Respectfully submitted, <br />COMMITTEE ON PUBLIC WORKS AND <br />INTERGOVERNMENTAL RELATIONS <br />~% ~ <br />BRENDA J.
