County water line which fronts the project site. <br /> Your Committee had concerns about the primary access to the subject property because of the <br /> upcoming road improvements for the Waimea district. One such improvement is the Waimea <br /> bypass road which will be developed on the left side of Mamalahoa Highway through a left turn <br /> entry on Kamamalu Street. Mamalahoa Highway will be improved with a left turn pocket or a <br /> double-left turn median if required by the Department of Public Works in conjunction with Final <br /> Subdivision Approval. The lefr turn pocket may be lengthened to accommodate traffic going in <br /> and out of the subject property. Your Committee decided the access to the commercial azea <br /> should be on the eastern side (Hamakua) of the subject property, and access to the residential lots <br /> in the back should be through the private road that already exists next to the subject property on <br /> the eastern side. <br /> Although the subject property is within the State Land Use Agricultural and County's <br /> Agricultural-Sa zoned districts, it is not currently being used for active agricultural purposes. <br /> The Agricultural Lands of Importance to the State of Hawaii (ALISH) System has classified a <br /> portion of the subject property located within 100 to 200 feet of the Mamalahoa Highway as <br /> existing urban development. Immediately mauka of the existing urban lands aze "Prime" <br /> agricultural land and the remainder of the property is classified as "Other Important Agricultural <br /> lands." "Prime" agricultural lands have the soil quality, growing season and moisture supply <br /> needed to produce high sustained yields of crops economically when treated and managed <br /> according to modern farming methods.
