Yamashiro per Communication No. 646, dated December 16, 1997, regazding the change of <br /> zone request by Marion Bush at Kealakehe, North Kona, Hawaii, TMK: 7-4-4:16, reports as <br /> follows: <br /> Bill No. 184 amends Section 25-8-3 (North Kona Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) by changing the district classification for approximately 1.662 acres of land from an <br /> Agricultural (A-la) to a Single Family Residential (RS-10) zoned district. <br /> The subject property is located within Kealakehe Homesteads on the south side of Palani Road <br /> approximately 1 mile makai of its junction with Mamalahoa Highway across the Kona Hazbor <br /> View Subdivision. The subject property will be developed into a five lot subdivision with <br /> minimum lot sizes of 10,000 squaze feet which would be compatible with the chazacter of lands <br /> surrounding the property. The applicant will provide three lots for sale, develop one lot for her <br /> residence and retain the last lot. <br /> The subject property, owned in fee by the applicant, is an irregular shaped lot. The parcel was <br /> recently grubbed in 1995 and is currently overgrown with secondary weedy trees, herbs and <br /> vines. <br /> The primary access to the subject property is from Palani Road. The applicant proposes to limit <br /> the access points from the five lots to Palani Road by two driveway accesses. The concern of the <br /> Department of Public Works to address the improvements to the pazcel's frontage along Palani <br /> Road have been included as a condition to ensure adequate and safe traffic conditions in this <br /> area. <br /> All essential services and facilities are available to the subject property. Wastewater generated <br /> by the proposed development will be disposed of in compliance with the Department of Health. <br /> Adjacent properties to the subject property consist of Single Family Residential (RS-7.5), Single <br /> Family Residential (RS-10) and Agricultural (A-la). To the north of the pazcel is the Creative <br /> Day Preschool. <br /> Soils within the subject property have been classified as "E" (Very Poor} for agricultural <br /> productivity by the Land Study Bureau's Detailed Land ClassiFcation System, and "unclassified" <br /> by the Agricultural Lands of Importance to the State of Hawaii (ALISH) system. <br /> <br />
