Yamashiro per Communication No. 615, dated November 25, 1997, regazding the change of <br /> zone request by Roy and Eunice Shigenaga at Waiakea, South Hilo, Hawaii, <br /> TMK: 2-2-48:7, reports as follows: <br /> Bill No. 175 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) by changing the district classification for approximately 20 acres of land from an <br /> Agricultural (A-l0a) to a Family Agricultural (FA-3a) zoned district. <br /> The subject property is located within the Panaewa Farm Lots on the north side of Makalika <br /> Street approximately 270 feet east of its intersection with Kanoelehua Avenue (Volcano Road). <br /> The applicant intends to divide the subject property into five lots ranging from three to seven <br /> acres in size. <br /> The subject property, owned in fee by the applicant, is rectangulaz in shape. A total of five lots, <br /> one of which includes the one acre house lot, are proposed to run perpendicular to Makalika <br /> Street. Lots "7-A", "7-B", "7-D" and "7-E" will have an azea of 3.3 acres each. Lot "7-C", the <br /> middle one acre house lot, will have an area of 6.6 acres. <br /> Primary access to the subject property is from Makalika Street, a county maintained street which <br /> is 20 feet wide and has a 50 foot wide right-of--way. Makalika Street intersects the Hawaii Belt <br /> Highway which has been improved by Nani Mau Gardens. Railroad Avenue can also be used to <br /> access the property. <br /> Water is available to the subject property and four additional water meters are also available for <br /> the proposed subdivided lots. <br /> Adjacent lands surrounding the subject property are zoned A-l0a and A-3a and are for <br /> agricultural/residential uses. In recent yeazs, six requests for a change of zone to Agricultural (A- <br /> 3a) or Agricultural (A-la) zoned districts were approved within the surrounding azea. <br /> Because the property was previously cleared, it is not known t:o have raze or endangered plant or <br /> animal life. <br /> Soils within the subject property have been classified as "E" (Very Poor) for agricultural use by <br /> the Land Study Bureau. The Agricultural Lands of Importance in the State of Hawaii (ALISH) <br /> designates the property as "Other Important Agricultural Land" which includes lands other than <br /> "prime" or "unique" agricultural land.
