REPORT OF THE <br />COMMITTEE ON ENVIRONMENTAL MANAGEMENT <br />DATE: September,23, 2008 Re: Comm. 1438.1/Res. 743-08 <br />PLACE: Council Chambers <br />Ben Franklin Building <br />Hilo, Hawaii <br />TIME: 1:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Environmental Management, to which was referred Resolution 743-08 <br />reports as follows: <br />Resolution 743-08 was transmitted from Council Member Bob Jacobson, via Communication <br />No. 1438.1, dated August 28, 2008, introducing a resolution to support the protection and <br />recovery of the Hawaiian Monk Seal. <br />The purpose of this resolution is to support the protection and recovery of the Hawaiian Monk <br />Seal, by urging the Federal Administration and Congress to adequately fund the Main Hawaiian <br />Island Monk Seal Response and the Incidental Aquatics Division with a $1 million annual <br />budget. <br />Keiko Bonk, Hawaii Program Director for the Marine Conservation Biology Institute in <br />Hawaii, gave a brief presentation urging Committee Members to support the resolution that asks <br />for the Federal Administration and Congress to provide adequate funding and for the tour <br />counties of Hawaii to partner with the appropriate Federal and State agencies to develop public <br />awareness of the Hawaiian Monk Seal and develop a program for regulating human-seal <br />interactions at State/County beaches and parks frequented by the Hawaiian Monk Seal. <br />For informational purposes, Committee Member Yagong voted "kanalua" then "no." <br />Your Committee on Environmental Management is in accord with the purposes and intent of <br />Resolution 743-08, and recommends its <Idoption. <br />bl <br /> AYES NOES A&E EJC <br />FORD x <br />H IGA x <br />HOFFMANN x <br />IICEDA x <br />JACOBSON x <br />NAEOLE x <br />PILAGO <br />YAGONG x <br />YOSIi1MOT0 x <br />Respectfully submitted, <br />COMMITTEE ON ENVIRONMI3N"I'AL <br />MANAGEMI?NT <br />BOB JACOB O , CE-IAIR <br />MC RLPOR'1'O~(Z,~ <br />ADOPTED: TT <br />
