REQUEST: <br /> <br /> Appropriate $150,000 to acquire portions of Alenaio Stream. <br /> <br /> <br /> <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> The Alenaio Stream Flood Control Project, Flood Walls "All and "B" <br /> has caused a shift or increased in the width of flooding through the <br /> following properties: <br /> Tmk: 2-3-19: 3, 4, 7, 18, 27, 30, 31, 35 <br /> Tmk: 2-3-36:11, 12, 18 <br /> Tmk: 2-3-41:17, 18, 20 <br /> <br /> We are conducting a ground survey to furnish topographic data to the <br /> U.S. Army Corps of Engineers to better determine changes to the <br /> Special Flood Hazard Area along the stream. We will acquire, either <br /> in fee or by easement, all lands (including the existing Alenaio <br /> Stream) adversely affected by the Flood Control Project. <br /> <br /> The Flood Control Project has eliminated flooding caused by the <br /> Alenaio Stream in Hilo Town. However, to eliminate flood insurance <br /> premiums for property owners, FEMA must revise the Flood Insurance <br /> Rate Maps for Hilo Town. As part of FEMA's revision process, they <br /> have required us to notify all affected property owners whom the <br /> Alenaio Stream Flood Control Project has adversely affected (see <br /> copy of FEMA's 9/25/98 letter).
