COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 7~3 ®~ <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT(S) <br />WHEREAS, Kahalu`u Bay is featured in every visitor's guide as one of the best snorkel <br />spots in the Hawaiian Islands due to clear, shallow water (rarely over 8 feet deep) and abundant <br />tropical reef fish; and <br />WHEREAS, unfortunately, the safe and shallow nature of Kahalu`u Bay is also its <br />biggest threat; and <br />WHEREAS, the Kohala Center is a 501(c)3 corporation with a mission to respectfully <br />engage the Island of Hawaii as a living laboratory for humanity; and <br />WHEREAS, the focus of the Kohala Center program has been to develop a cadre of <br />local volunteers to maintain "ReefI'each" and to transform the Kahalu`u Beach Park into an <br />outdoor classroom; and <br />WHEREAS, the Kahalu`u Advisory Group, at the request of the Council Member from <br />District 7, has formulated a long term plan for environmental restoration of the beach and reef <br />areas, with the overall project purpose of making Kahalu`u Bay into a destination for education <br />about marine conservation that merges Western scientific approaches with Hawaiian cultural <br />wisdom and resource management; and <br />WHEREAS, creation of the master plan involves a range of marine education, resource <br />monitoring, environmental restoration, and community engagement activities that aim to <br />preserve and'restore the natural environment and special character of the shoreline and coral reef <br />at Kahalu`u Bay, a portion of the Kahalu`u Beach Park Master Planning process will include <br />studies of how to restore the beach sand to the Kahalu`u Beach Park area; and <br />
