REQUEST: <br /> <br /> Amendment to Ordinance Bill 98-50 to add: <br /> HILO CONSTRUCTION & DEMOLITION (C&D) WASTE LANDFILL <br /> The project design and construction is to divert C & D waste from the South Hilo Municipal Solid <br /> Waste Landfill. <br /> <br /> Fiscal Year 1998-99 cost of planning is $70,000. <br /> <br /> <br /> <br /> <br /> <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> <br /> The State Department of Health's design requirements for C & D landfills are less stringent <br /> than for ordinary waste landfills. However, severe restrictions are imposed, allowing only C & <br /> D waste exclusively. <br /> As a condition of permit approval for continued operations at the South Hilo Municipal Solid <br /> Waste Landfill, the State Department of Health, as the authorized approving governmental <br /> agency, mandates reduction of waste stream entering the landfill.
