(whichever is applicable at the time) to mitigate potential regional impacts of the <br />development of the property. <br />The location of the proposed development within 500 feet of the university and ' <br />community college is ideal as it will allow students who normally drove in from outlying <br />azeas of Puna, South and North Hilo to travel a shorter distance to school. The close <br />proximity also gives students the option of walking or riding a bicycle to school which ', <br />will reduce traffic on Kawili Street and Kap'iolani Street and reduce the use of fossil <br />fuels. <br />The request is not contrary to Chapter 205A, Hawaii Revised Statues, <br />relating to Coastal Zone Management. The property is not located in the Special <br />ManagemenYArea. The project site is located over a mile from the shoreline at an <br />elevation of about 60 feet above sea level and outside of the tsunami evacuation zone. <br />Therefore, the project site will not be impacted by coastal hazards and beach erosion. <br />There is no record of a designated public access to the shoreline or mountain azeas that ~~ <br />traverses the property. An archaeological assessment of the property found no historic <br />sites or features present and in letters dated February 19, 2008, Mazch 17, 2008 and July <br />31, 2008 the Department of Land and Natural Resources Historic Preservation Division <br />(DLNR-HPD) concurred with the assessment's conclusions. <br />No professional flora or fauna surveys were conducted of the site, as the property <br />has been developed with ten single-family residences for years: The property is located ', <br />in an urban setting; therefore, given the urban nature and extensive development of the <br />surrounding area the presence of any endangered animal life is remote. <br />According to the applicants, there is no evidence of any traditional and customary <br />Native Hawaiian rights being practiced on the site. Thus, it is not anticipated that the <br />proposed request will have any adverse impact on cultural or historical resources in the <br />area. Therefore, no action is necessary to protect these rights. <br />Based on the above findings, approval of this change of zone request from a <br />Single-Family Residential - 10,000 square feet (RS-10) to aMultiple-Family <br />Residential 1,500 -square feet (RM-1.5) zoned district would result in an appropriate <br />-5- <br />
