<br /> <br /> <br /> <br /> <br /> III. REPORTS <br /> <br /> A. Treasurer's Report <br /> <br /> The following Treasurer's report was approved: <br /> <br /> 1. Report for August 2008, submitted by the HSAC treasurer, by <br /> correspondence dated September 16, 2008, for the fiscal period of <br /> August 1 through 31, 2008. <br /> <br /> B. County Reports <br /> <br /> 1. Maui County Report. Treasurer Pontanilla reported that a council <br /> committee approved a new water conservation ordinance and the <br /> proposal is currently under review by the Board of Water Supply. <br /> The council also continues to work on the bed and breakfast/TVR <br /> ordinance to present to the General Plan Advisory Committee for <br /> review. The council has also provided a transportation subsidy for <br /> workers residing on Molokai and Lanai who work in west Maui. <br /> <br /> 2. Hawaii County Report. Vice President Jacobson reported that due <br /> to the recent council election results changes will be made in HSAC <br /> executive committee representation from Hawaii County in the near <br /> future. The Hawaii county mayor vetoed the council's plastic bag <br /> ban bill and the council is considering amendments to the proposal <br /> to gain approval. The county also held a successful conference on <br /> "zero-waste' solutions to solid waste issues. Vice President <br /> Jacobson also informed the executive committee that the council's <br /> GMO ban passed first reading and if other counties consider GMO <br /> bans they should expect a large level of community interest. He <br /> also reported that Hawaii county successfully began its NACo- <br /> sponsored prescription drug program. <br /> 3. City and County of Honolulu Report. Secretary Garcia reported <br /> that the chair of the planning and sustainability committee is <br /> considering revisiting the plastic bag ban issue. He stated that the <br /> bills passed by the Maui and Hawaii councils will likely assist in <br /> crafting a bill that is successful. The zoning committee recently <br /> approved Bill 6, which specifically addresses bed and breakfast <br /> establishments, but is still a work in progress. <br /> <br /> 4. Kauai County Report. President Rapozo reported that the council <br /> held a public hearing on air quality testing conducted by the state <br /> department of health to determine why certain elementary school <br /> children were reporting illness. The tests will attempt to determine <br /> the source of the illness, which is suspected to be related to <br /> <br /> <br /> 2 <br />
