REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: November 4, 1997 Re: C-531 Bill No.148 <br /> PLACE: Councilroom <br /> TIME: 3:25 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 148, transmitted by Mayor Stephen <br /> K. Yamashiro per Communication No. 531, dated October 8, 1997, regarding the change of zone <br /> request by William V. Brilhante at Waiakea, South Hilo, Hawaii, TMK 2-2-35:91, reports as <br /> follows: <br /> Bill No. 148 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) by changing the district classification for approximately 10,525 squaze feet of land from <br /> Single Family Residential (RS-10) to Limited Industrial (ML-10) zoned district. <br /> The subject property is located at the northwest corner of Kanoelehua Avenue and Hualani Street <br /> intersection where the applicant intends to construct a 2,000 square foot single story building <br /> <br /> with businesses such as a photographic processing, air conditioning, and financial institutions. <br /> <br /> The landowner of the subject property is First Hawaiian Bank Trust of which William V. <br /> Brilhante is the Trustee. <br /> <br /> The subject property, rectangulaz in shape, has an existing single family dwelling which will be <br /> <br /> replaced with the new one-story building. <br /> <br /> Primary access for the proposed development of the subject property is from Kanoelehua <br /> <br /> Avenue, a state highway, under the jurisdiction of the State Department of Transportation. The <br /> <br /> subject property is also bordered along the south by Hualani Street, a 40-foot wide County right- <br /> <br /> of-way with an approximate 19-foot wide pavement in good condition, with a 2-foot wide <br /> <br /> grassed shoulder on the north side and no shoulder on the south side. <br /> Water is available to the subject property through an existing 12-inch waterline along <br /> <br /> Kanoelehua Avenue and an existing 6-inch waterline along Hualani Street fronting the subject <br /> <br /> property. The applicant will connect to existing sewer lines available from a collector line along <br /> <br /> Hualani Street. <br /> Surrounding uses neaz the subject property are single family residences, multiple family <br /> <br /> residences, retail stores, bank institutions, offices and restaurant establishments, wazehouses, <br /> service stations, and parcels zoned ML-20. Harper Car and Truck Rentals of Hawaii, which was <br /> <br /> recently zoned from RS-10 to ML-20, is an adjacent property to the north of the proposed <br /> development. <br /> PC REPORT N0: 3 <br /> <br />
