information by district (Planning Department Exhibit F), and Police Department <br />Facilities (Planning Department Exhibit G). <br />In addition, the Planning Department prepared an analysis of developed and total <br />park acreage per district (Planning Department Exhibit )~, working from the "County <br />of Hawaii General Plan 10-Year Review: Infrastructure Assessment Report", completed <br />in 2000 for the General Plan comprehensive review. There is no perfect way to do this <br />analysis because the bill is not precise as to the kind of parks and facilities which should <br />be counted as "developed." The complete list of parks and their acreage is attached as <br />Planning Departroent Exhibit I. The list omits a few parks developed since 2000, e.g., <br />the park at Pualani Estates, or expanded since 2000, e.g., Isaac Hale, but these do not <br />significantly change the overall figures. <br />To determine the number of police personnel and developed pazk space against <br />the number of district residents, the Planning Department compared used per-district <br />population from the 2000 census data, and the population projection for 2010 taken from <br />the General Plan (Series "B"). There aze no current "official" population estimates per <br />district. The last official population figures per district are in the 2000 census, and these <br />aze outdated because the island's population grew about 17% from 2000 to 2007. While <br />not perfect, the 2010 population projection in the General Plan for the island as a whole is <br />actually only slightly more than the census estimate for 200,?, and the per-district <br />projections are probably accurate enough to use for the purposes of this Background and <br />Recommendation. Comparison with other information such as building permit records <br />suggests that the 2010 per-district projection may be slightly high for North Kohala and <br />South Kona, and slightly low for North Kona and South Hilo. <br />The bill is not cleaz whether the requirements for police and fire personnel refer to <br />authorized personnel, or the actual number of employees. The analysis in this <br />Background and Recommendation assumes that it means authorized strength, because <br />obviously the actual number of employees can fluctuate depending on people being hired <br />and leaving employment. Also, it is not cieaz whether EMS personnel should be included <br />in the firefighter count. These issues would have to be made explicit if the bill were <br />enacted. <br />-2- <br />
