October 30, 2008 <br />The Honorable Pete Hoffmann, Chairperson, and Members <br />Page 3 <br />As stated in my correspondence and presentation to the County Council on October 7, <br />discussions have been held with opponents of GMO, and I have nothing but the highest <br />respect for the sincerity of their concerns. Perhaps the greatest failure by government is the <br />failure to inform and communicate with people about the research controls and safeguards <br />imposed by both the federal and state governments. That is an issue that needs to be <br />addressed because of the extreme importance of finding ways to continue reseazch, to keep <br />that door open to address problems in food production. Hawai`i's role is important, and a <br />solution to this must be found. <br />To answer questions about government regulations and requirements, representatives from the <br />Biotechnology Regulatory Services of the United States Department of Agriculture in <br />Washington, D.C. have offered to come here to meet and discuss with members of the County <br />Council the role of Hawaii in GMO research. This agency, as well as the State Department <br />of Agriculture, is willing to discuss with the Council the full permitting and regulatory <br />processes for GMO. I apologize for the timing of this offer to you. I wish I had known of this <br />earlier. <br />Recommendation <br />Based on these positions, it is recommended and requested that the County Council not <br />override this veto. It is asked instead that we follow the recommendation of Council Member <br />Angel Pilago in Resolution 809-08 that a GMO Advisory Commission be established. This <br />Commission can be a forum for improved communication and greater transparency on matters <br />related to GMO activities in Hawaii, and after study can recommend measures to address the <br />concerns about GMO crops, including appropriate safeguards that may be implemented under <br />the authority of the County government. <br />I truly believe that if we do that: <br />• Important research can continue with appropriate safeguards, <br />• Concerns about especially taro (kalo), coffee and other crops can be addressed, and <br />• The role of Hawaii in providing global benefits of GMO research can continue. <br />Thank you for your consideration. <br />Aloha, <br />Harry Kim <br />~ MAYOR <br />
