<br /> J <br /> PC- 66 Page 2 July 1, 1997 <br /> Surrounding lands and uses include single family residences on lands zoned RS-10, the existing <br /> KTA Shopping Center and the Puainako Shopping Center zoned CN-10, and the Maebo Noodle <br /> Factory and Kai Store on lands zoned CN-10 since 1967. <br /> Water is available to the suhject property from an existing 10-inch waterline along Kilauea <br /> Avenue. <br /> Due to the previous residential use of the subject property and commercial development of the <br /> surrounding azea, it is not anticipated that endangered or threatened candidate species of flora or <br /> fauna are located within the subject property, nor has any significant botanical or biological <br /> habitat been identified. It is also not anticipated that the proposed development will have any <br /> adverse impact on cultural or historical resources. <br /> The subject property has no severe topographic or geologic problems which cannot be properly <br /> rectified or which would render the land unusable for the proposed use. <br /> The Planning Commission concurs with the following Planning Director's reasons for <br /> recommending a favorable consideration of the change of zone: <br /> 1. The change of zone request conforms to the goals, policies and standards of the <br /> General Plan. <br /> 2. The zone request conforms to the Land Use Pattern Allocation Guide (LUPAG) <br /> Map of the General Plan which designates the subject property for Medium <br /> Density Urban Development. <br /> 3. The Hilo Community Development Plan (CDP) adopted by resolution in 1975, <br /> designated the azea for residential use, but also recognized the need for future <br /> commercial development to reinforce existing commercial azeas. <br /> 4. All essential utilities and services are or will be available to the subject property. <br /> Your Committee amended Condition I of Bill No. 101 by clarifying language relating to the <br /> requirements of infrastructure improvements. <br /> PC REPORT NO. 66 <br /> <br />
