No. 1480.2/Res. 763-08 <br /> PLACE: Council Chambers <br /> Ben Franklin Bldg, 2nd Floor <br /> Hilo, Hawaii 96720 <br /> <br /> TIME: 8:00 a.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Communication No. 1480, regarding Resolution 763-08, reports as follows: <br /> <br /> Resolution 763-08, transmitted by Council member Brenda J. Ford, via Communication No. 1480.2, <br /> dated September 25, 2008, requests that the Administration attempt to increase public awareness <br /> regarding their proposed amendment to Chapter 10 of the Hawaii County Code relating to erosion and <br /> sedimentation control. <br /> <br /> There was one member from the public who testified regarding the proposed resolution. <br /> <br /> Council member Ford stated that these public meetings are to be held in the six moku land divisions of <br /> the Hawaii Island; Hilo, Puna, Ka`u, Kona, Kohala and Hamakua and also suggested that the public <br /> meetings be scheduled in the evenings to accommodate the public who may not be available during the <br /> day. This will provide an opportunity for the community who are directly affected by erosion, <br /> sedimentation and flooding issues to comment; and for Administration to gather public input on the <br /> subject. She also requested the Public Works Director Bruce McClure to provide a schedule of the <br /> public hearings at the next Committee meeting scheduled for October 21, 2008. These public meetings <br /> do not require the Council to attend. <br /> <br /> Council member Ford received a written communication from Director McClure to include in the public <br /> meetings a presentation on Government 101 education. Ms. Ford reiterated that the purpose of the <br /> proposed resolution is to receive public input specifically on the Administration's amendment of <br /> Chapter 10. The purpose of the meetings is not to educate the public on Government or departmental <br /> procedures. <br /> <br /> Council members Hoffmann and Yagong fully support the proposed resolution and the opportunity to <br /> receive public input. <br /> <br /> <br /> <br /> <br /> <br /> PWIRC RPT NO. 98 <br />
