REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: June 3, 1997 Re: C-327 <br /> PLACE: Councilroom <br /> TIME: 2:45 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 92, transmitted by Mayor Stephen <br /> K. Yamashiro per Communication No. 327, dated May 20, 1997, regarding the change of zone <br /> request by Marion P. K. Bush at Kahauloa 2nd, South Kona, Hawaii, TMK: 8-2-08:57, reports <br /> as follows: <br /> Bill No. 92 amends Section 25-8-4 (South Kona Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code, by changing the district classification for approximately <br /> 7.429 acres of land from Agricultural (A-Sa) to Family Agricultural (FA-la) zoned district. <br /> The subject property is located along the north side ofNapo'opo'o Road and adjacent (makai) to <br /> the old coffee mill where the applicant intends to subdivide the property into a total of six lots <br /> with the minimum one acre lot size. Two of the lots aze intended to be sold for the purpose of <br /> providing funds for the necessary infrastructure. <br /> The subject property, an irregular-shaped lot, is situated within the Special Management Area <br /> and the Kealakekua Bay Historic District. Therefore, a Special Management Area Use Permit <br /> Application and compliance with Chapter 343 (EIS) will be required. <br /> Access to the subject property will be from Napo'opo'o Road which has a 50-foot wide right-of- <br /> way. <br /> Soils within the subject property have been classified as "E" or Very Poor for agricultural <br /> productivity by the Land Study Bureau's Detailed Land Classification System and the soils <br /> within the subject property are unclassified by the Agricultural Lands of Importance to the State <br /> of Hawaii (ALISH) system. <br /> Water is provided to the subject property by an existing 8-inch county water line along <br /> <br /> Napo'opo'o Road. <br /> The subject property has no severe geological or topographical problems which cannot be <br /> properly rectified or which would render the land unusable. Lands surrounding the subject <br /> property aze zoned A-Sa and A-la. <br /> The subject property was used for cattle grazing and agricultural purposes. Therefore it is not <br /> anticipated that endangered or threatened candidate species of flora or fauna nor significant <br /> azchaeological sites are located on the subject property. <br /> PC REPORT NO. 57 <br /> <br />
