Yamashiro per Communication No. 301, dated May 7, 1997, regazding the change of zone <br /> <br /> request by Rodney Inaba at Puukapu Homesteads, First Series, Puukapu, South Kohala, Hawaii, <br /> <br /> TMK 6-4-01:35, reports as follows: <br /> <br /> Bill No. 86 amends Section 25-8-11 (Lalamilo-Puukapu Zone Map), Article 8, Chapter 25 <br /> (Zoning Code) of the Hawaii County Code, by changing the district classification for <br /> approximately 15.928 acres of land from Agricultural (A-40a) to Family Agricultural (FA-3a) <br /> zoned district. <br /> The subject property, is located on the north side of Mamalahoa Highway approximately 2,000 <br /> feet east (Hamakua direction) of Don's Pake Kitchen where the applicant wishes to subdivide the <br /> property into four lots. Three of the lots is proposed to be approximately 3.59 acres and one lot <br /> is proposed to be approximately 4.04 acres. <br /> Jeffrey M. and Dianne Flattery Lee who together own an undivided one-half interest and Carrie <br /> A. Inaba who owns the remaining undivided one-half interest have authorized the applicant to <br /> process the change of zone request. <br /> In 1974, the applicant submitted an application for a change of zone to subdivide the subject <br /> property from an A-40a to an A-Sa zone district to allow for the subdivision of the property into <br /> two lots of 7.96 acre each. In 1975, the Planning Director denied the change of zone application <br /> which was historically final. Only recommendations for approval were forwarded to the Council <br /> for final adoption. With the adoption of Ordinance No. 84-82, the Planning Director and <br /> Commission now forwazds either a denial or approval recommendation for Council action. <br /> In 1995, the applicant submitted an application for a change of zone from an A-40a to an A-3a <br /> zoned district. Although both the Planning Director and the Commission recommended <br /> favorable consideration, the Planning Committee expressed similaz concerns mirrored from the <br /> 1975 Planning Director's reasons for a denial recommendation. The Planning Committee <br /> deferred and referred the bill (Bill No. 106) to the Planning Department to consider the <br /> designation of the subject property to a lesser density. Bill No. 86 replaces Bill No. 106. <br /> Access to the subject property is off Mamalahoa Highway, a county roadway with a 60-foot wide <br /> right-of--way with a 20-foot wide pavement. The applicant is proposing a 1.102-acre roadway lot <br /> to create a 50-foot wide roadway running the length of the front proposed lots and perpendicular <br /> to Mamalahoa Highway. <br /> PC REPORT NO. 56 <br /> <br />
