REPOR"C OF THE SPECIAL MEETING OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: May 13, 1997 Re: C-219 ~ « <br /> PLACE: Kona Surf Resort, King Kamehameha Ballroom <br /> TIME: 1:25 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Resolution No. 58-97 transmitted by <br /> Councilmember Bobby Jean Leithead-Todd via Communication No. 219 dated Mazch 17, 1997, <br /> reports as follows: <br /> The purpose of Resolution No. 58-97 is to recommend to the Planning Commission favorable <br /> consideration for A-l0a zoning requests for only those pazcels within the Kaloko Mauka <br /> Subdivision above the 3,000-foot elevation with the inclusion of certain conditions provided that <br /> the other goals, policies, and standards of the General Plan are met. <br /> Because of Council Resolution No. 330-96 adopted by the previous Council, the Planning <br /> Commission has recommended unfavorable consideration for change of zone applications <br /> requesting a density of less than 20 acres. <br /> However, shortly afrer the adoption of Resolution No. 330-96, the same Council approved two <br /> change of zone requests for A-I Oa above the 3,000-foot elevation with more stringent <br /> requirements to mitigate concerns expressed in the resolution. It was felt that through zoning <br /> <br /> with the inclusion of such requirements would maintain the densities above the 3,000-foot <br /> elevation and preserve native forests. <br /> Your Committee amended Resolution No. 58-97 by adding the following underscored material <br /> " .such as the Forest Stewardship Program Qr the Soil Conservation Service Management <br /> <br /> Program. <br /> Your Committee further amended Resolution No. 58-97 by the following: <br /> 1. Deleting in the third WHEREAS, "although" and the County cannot prevent the <br /> bulldozing of agricultural lands and the misuse of the Condominium Property <br /> Regime (C.P.R.) law' ; <br /> 2. Replacing in the fourth WHEREAS, "ten-acre minimum lot size" with "maximum <br /> density of two dwellings per twenty acres"; and <br /> 3. Adding language in the first sentence of Condition C between "on" and "each lot," <br /> "and any further subdivision of." <br /> PC REPORT NO. 53 <br /> <br />
