REPORT OF THE <br />COMMITTEE ON ENVIIONMENTAL MANAGEMENT <br />DATE: October 21.2008 Re: Comm. 1489/Res. 766-08 <br />PLACE: Sheraton Keauhou Bay Resort and Spa <br />78-128 Ehukai Street <br />Kailua-Kona, Hawaii <br />TIME: 2:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Environmental Management, to which was referred Resolution 766-08 reports as ' <br />follows: <br />Resolution 766-08 was transmitted from Council Member Emily Naeole, via Communication No.1489, <br />dated September 22, 2008, urging State Legislators to enact legislation regarding extended producer <br />responsibilities. <br />The purpose of this resolution is to urge State Legislators to enact Legislation for implementation of a <br />policy known as the "Extended Producer Responsibility Framework Approach;" establishes requirements <br />and guidelines for the development of collection processes funded by product manufacturers that provide <br />convenient and sustainable opportunities for recycling or disposal by the public. <br />Council Member Yagong reminded Committee Members that there are reasons why some products are a <br />ordered in specialized packaging, such as anti-theft design. He further stated that this could have negative <br />consequences if manufacturers decide not to send certain products rather than having to redesign their ", <br />packaging. <br />Mike Dworsky, Environmental Management Solid Waste Division Chief, said that models of successful;; <br />programs can be found in the North East, North West, Canada and California.
