PC- 48 Page 2 May 6, 1997 <br /> The subject property has no severe geological or topographical problems which cannot be <br /> properly rectified or which would render the land unusable. There are no significant drainage <br /> ways on the subject property. <br /> Vegetation consists of primarily an over story of Christmas berry, lama, alahe'e, kukui, mango <br /> and purple strawberry guava. Ground cover consists of primarily laua e, bitter yam, lantana, air <br /> plant, noni and ferns. Because the subject property was previously cleared, it is unlikely that <br /> there are any archaeological features remaining. <br /> Adjacent lands immediately to the north of the subject property are zoned A-Sa and A-la, lands <br /> to the east are zoned A-Sa and RS-10, and lands to the south and west are zoned RS-10. The <br /> subject property is located adjacent to a property owned by Ken World which recently received <br /> approval for a similar single family residential land use designation. <br /> Your Committee concurs with the following reasons by the Phmning Commission and the <br /> Planning Director for recommending a favorable consideration for the change of zone request: <br /> 1. The change of zone request conforms with the goals, policies and standards of the <br /> General Plan. <br /> 2. The proposed reclassification is consistent with General Plan Land Use pattern <br /> Allocation Guide (LUPAG) Map which designates the area for Urban Expansion <br /> Area. <br /> 3. The Kona Regional Plan recommends the area for residential (four units per acre). <br /> 4. All essential services and utilities, including water, wastewater and roadways will <br /> be provided. <br /> <br /> Your Committee amended Bill No. 73 as follows: <br /> 1. Condition E was amended by replacing "Department" with "Director"; <br /> 1. Condition F was amended by clarifying the language relating to roadway <br /> improvements; and <br /> 2. Condition K was amended by replacing the existing language with Council's <br /> standard language relating to the applicant's fair share assessments. <br /> PC REPORT NO. 48 <br /> <br />
