No. 781-08 <br />PLACE: Sheraton Keauhou Bay Resort & Hotel <br />78-128 `Ehukai Street <br />Kailua-Kona, Hawaii <br />TIME: 1:03 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 781-08, reports as follows: <br />Resolution No. 781-08, transmitted jointly with Bill No. 383 by Director of Finance William Takaba, via <br />Communication No. 1512, dated October 7, 2008, authorizes the Office of the Mayor to enter into an <br />agreement with the State of Hawaii Department of Transportation for a Data Grant with the Hawaii <br />County Police Department to establish a statewide traffic data system and to ensure compliance with <br />national standards. <br />The State of Hawaii Department of Transportation Public Affairs -Safe Community Program has <br />authorized a $72,000 Data Grant program. These funds will be used to attend traffic data records <br />committee monthly meetings; to hire a consultant to implement traffic forms and data into the <br />department's RMS system, and create an export utility to transfer electronic data; to purchase heavy duty <br />laptops for the electronic citation project and the electronic transfer of crash data from patrol vehicles; and <br />to attend the National Traffic Records Forum. <br />Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the <br />Council to enter into agreements with the federal or state governments respecting action to be taken <br />pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance <br />in connection with projects being or to be undertaken pursuant to those powers. <br />There was no discussion on this measure. <br />Your Committee on Finance is in accord with the purpose and intent of Resolution No. 781-08, and <br />recommends its adoption. <br />la <br /> AYES NOES A&E EX <br />FORD X <br />HIGA X <br />HOFFMANN X <br />IKEDA X <br />JACOBSON- X <br />NAEOLE X <br />PILAGO X <br />YAGONG X <br />YOSHIMOTO X <br />Respectfully submitted, <br />7 2008 <br />
