PC-46 Page 2 May 6, 1997 <br /> early 1920's by the West Hawaii Railroad and is considered to be historically and culturally <br /> significant. <br /> Two of the newly identified sites, consisting of walls, terraces, mounds and enclosures, appear to <br /> have been used for agricultural purposes. The third site is associated with past cattle ranching <br /> activities. These sites are considered significant solely for their information content. The last of <br /> the newly discovered sites is a lava tube within which two burials were found with a cluster of <br /> agricultural features lying adjacent to the lava tube. <br /> Mitigative measures include that the old railroad berm be preserved and restored, further data be <br /> collected for the two agriculturally-related sites and adjacent to the burials, and treatment for the <br /> burials. The Hawaiian Island Burial Council has recommended that the burials be covered with <br /> cloth and the lava tube be collapsed and the ground surface above the collapsed lava tube be left <br /> in its natural state. <br /> Surrounding uses near the subject property consists of single and multiple family residential, <br /> resort, commercial, recreational and other related uses. <br /> Your Committee concurs with the following reasons by the Planning Commission and the <br /> Planning Director for recommending a favorable consideration For the change of zone request: <br /> 1. The change o1' zone request conforms with the goals, policies and standards of the <br /> General Plan. <br /> 2. The proposed reclassification is consistent with General Plan Land Use pattern <br /> Allocation Guide (LUPAG) Map which designates the area for Urban Expansion <br /> Area. <br /> 3. The Kona Regional Plan recommends the azea for residential (four units per acre). <br /> 4. All essential services and utilities, including water, wastewater and roadways will <br /> be provided. <br /> Your Committee expressed their concerns to the comments from the State Department of <br /> <br /> Transportation requiring that conditions be imposed relating to roadway improvements. Your <br /> <br /> Committee requested that staff contact the Department of Public Works and the State <br /> <br /> Department of Transportation regarding such comments. <br /> Your Committee amended Bill No. 62 by including the following conditions and language used <br /> <br /> consistently in similar zoning bills and to update and clarify existing conditions: <br /> PC REPORT NO. 46 <br /> <br />
