REPORT OF TFIE <br /> COMMITTEE ON PLANNING <br /> DATE: March 6, 1997 Re: C-153 <br /> PLACE: Councilroom <br /> TIME: 1:35 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Communication No. 153 transmitted by <br /> Mayor Stephen K. Yamashiro dated February 12, 1997, reports as follows: <br /> The purpose of Communication No. 153 is to recommend the appointment of the following <br /> individual as a member of the Hawaii County Water Commission: <br /> Mr. Yukio Takeya of Hilo, a member of the Democratic Party, is nominated to fill a <br /> vacancy created by the expired term of Glenn A. Santos of Hilo, for a term ending <br /> December 31, 2001. <br /> Mr. Takeya has been the President and Principal Broker of Ala Kai Realty, Inc. since <br /> 1971. He is President of Destination Hilo, and a member of the Hawaii Association of <br /> Realtors, the Downtown Improvement Association and the Japanese Chamber of <br /> Commerce and Industry of Hawaii. <br /> Pursuant to Section 8-2 of the Hawaii County Charter, the mayor shall appoint members to the <br /> Water Commission to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii <br /> County Charter. <br /> Public testimony expressed concerns relating to Mr. Takeya's experience and knowledge of water <br /> policies and issues and if he would be willing to excuse himself from voting on a matter should <br /> any potential conflicts arise. However, Your Committee noted that no other qualifications are <br /> required by the Charter except that a member shall represent the community and geological <br /> areas.
