The boundary amendment is consistent with the State Land Use Commission <br /> Rules, the County General Plan and the Hawaii State Plan. <br /> 2. The boundary amendment conforms with the goals, policies and standards of the <br /> General Plan. <br /> 3. The proposed reclassification is consistent with General Plan Land Use pattern <br /> Allocation Guide (LUPAG) Map which designates the area for Urban Expansion. <br /> 4.
