No. 1531Bi11 No. 389 <br />TIME: <br />Sheraton Keauhou Bay Resort & Hotel <br />78-128 `Ehukai Street <br />Kailua-Kona, Hawaii <br />1:33 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Bill No. 389, reports as follows: <br />Bill No. 389, transmitted by Director of Finance William Takaba, via Communication No. 1531, dated <br />October 16, 2008, amends Ordinance No. 08-79, as amended, the Capital Budget, ending June 30, 2009, <br />by adding the following project: <br />PLANNING: <br />Transit-Oriented Design (TOD) Village Master Plans 110.399.5390.52 $550,000 <br />Funds for this appropriation increase shall be provided from: <br />General Obligation Bonds, Capital Projects Fund - $550,000 <br />Fund Balance and/or Other Sources <br />TOD villages are a new concept to the Hawaii County. The County needs to take the lead to prepare the <br />first TOD master plans to develop in more detail the components of a TOD, the level of detail of a master <br />plan, and the process to prepare this plan. Master plans under consideration include the Kona civic center <br />TOD which coordinates the infrastructure and land uses surrounding the civic center in a "Greenfield" <br />context, and Kailua Village TOD which coordinates the existing uses and multiple landowners in a <br />redevelopment context. The lessons learned may have applicability to a Puna TOD as conceived by the <br />Puna CDP. <br />Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that <br />year with atwo-thirds vote. <br />There was no discussion on this measure. <br />FC REPORT NO. 357 <br />
