No.338-98 <br /> PLACE: Councilroom <br /> TIME: 10:40 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Res. No.338-98, reports as follows: <br /> Res. No. 338-98, transmitted by Legislative Auditor Connie Kiriu, via Communication No. 1019, dated <br /> September 28, 1998, requesting the Office of the Legislative Auditor to conduct a special study of the <br /> Hawaii County Police Department's Grant 96-DB-13 with the State Attorney General and Grant 97-39 <br /> with the Drug Enforcement Administration of the U.S. Department of Justice. <br /> Corporation Counsel Richard Wurdeman, in an opinion dated June 9, 1998, states that a program review, <br /> as required by Section 3-16 of the Hawaii County Chazter, has been performed by the Council as a part of <br /> the annual budget review. However, in spite of this opinion, the issue of a program review, a detailed, <br /> sepazate and distinct investigation of the marijuana grant programs is still being raised. <br /> Res. No. 338-98 sets forth (1) the scope and objectives of the special study; (2) directs the Oftce Ofthe <br /> <br /> Legislative Auditor to conduct the special study; and (3) requests full cooperation from the Police <br /> Department in providing any requested documentation and responses for the special study. <br /> Your Committee on Finance is in accord with the purpose and intent of Res.
