A proposal to inform consumers on product labels that indicate <br />regions of Hawaii where produce is grown, to indicate countries <br />of origin, and to require that any product labeled as Hawaiian <br />originates from the state. <br />b. A proposal to increase the renewable energy portfolio standards <br />for public utility companies to 20 percent in 2015, 30 percent in <br />2020, and 60 percent in 2030; and to decouple the <br />compensation rates for renewable energy sources from the cost <br />of fossil fuels. <br />c. A proposal to extend the forty-five (45) day window for a <br />legislative body to approve, approve with modification, or <br />disapprove an affordable housing project under <br />Section 201 H-38, Hawaii Revised States, to ninety days (90). <br />d. A proposal to remove the requirement for local governments to <br />comply with rules adopted by the state Procurement Policy <br />Board regarding cooperative contracting, thus placing the <br />decision-making power to use cooperative contracting within the <br />discretion of local governments. <br />e. A resolution urging the Department of Commerce and <br />Consumer Affairs to assist the counties in negotiating <br />agreements with cable public access organizations for a portion <br />of cable franchise fees. <br />f. A proposal to give counties the authority to conduct criminal <br />history record checks on applicants for taxi cab operator <br />licenses. <br />g.
