<br /> <br /> <br /> <br /> <br /> SAFE COMMUNITY HIGHWAY SAFETY PROGRAM <br /> QUARTERLY REPORT <br /> <br /> PROJECT TITLE: HPD AGGRESSIVE DRIVING PROGRAMJSC08-06(03-H-01) <br /> <br /> The goal of this project is to reduce fatal crashes on Queen Kaahumanu Highway, Hawaii <br /> Belt Road Route 190 and route 11 in the Kona, South Kohala and Ka'u Districts in FFY <br /> 2008. HPD will also increase the amount of aggressive driving citations in these areas <br /> and properly records the number of citations given for future reference. <br /> <br /> STRATEGIES <br /> <br /> 1. Conduct 50 high visibility checkpoints, specifically on Queen Kaahumanu Highway, <br /> Hawaii Belt Road, Route 190 and Route 11 in the Kona, South Kohala and Ka'u <br /> Districts, enforcing excessive speed and aggressive driving violations. <br /> <br /> 2. Conduct 50 inconspicuous patrols using Traffic Enforcement Unit's unmarked police <br /> vehicles in the above areas in conjunction with marked patrol vehicles. <br /> <br /> 3. Issue approximately 600 speeding and aggressive driving related citations with grant <br /> funding. <br /> <br /> 4. Issue approximately 600 citations for other violations with grant funding. <br /> <br /> 5. Conduct media campaign relative to aggressive driving and enforcement efforts <br /> of the department. <br /> <br /> GRANT PERIOD RESULTS: <br /> (FOURTH OUARTERXINAL REPORT) <br /> <br /> 1. Conducted 120 checkpoints enforcing excessive speed and aggressive driving <br /> violations during the fourth quarter. All checkpoints were conducted in the <br /> Kona, Kau and South Kohala Districts. 67 on Route 11, (7) on Route 190, <br /> and 46 on Queen Kaahumanu Highway. <br /> <br /> Conducted 171 checkpoints enforcing excessive speed and aggressive driving <br /> violations during the FFY 2008. (90) were on Route 11, (14) on Route 190 <br /> and (67) on Queen Kaahumanu Highway. <br /> <br /> 2. Twelve checkpoints were conducted utilizing the Traffic Enforcement Unit's <br /> unmarked police vehicles during the fourth quarter. These twelve checkpoints <br /> are included in the total 120 checkpoints listed in item 1. <br /> <br /> Sixteen checkpoints were conducted utilizing the Traffic Enforcement Unit's <br /> unmarked police vehicles during the FFY 2008. <br />
