REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: October 20, 1998 Re: Comm. No. 1008/Res. No. 334-98 <br /> PLACE: Councilroom <br /> TIME: 10:30 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 334-98, reports as follows: <br /> Resolution No. 334-98, transmitted by Executive on Aging William Takaba, via Communication <br /> No. 1008, dated September 30, 1998, authorizes the County of Hawaii to enter into agreements HA-99-1- <br /> N and HA-3A-N with the Executive Office on Aging, Office of the Governor, State of Hawaii to maintain <br /> programs relevant to the needs of the elderly. <br /> The State of Hawaii through the Executive Office of Aging, pursuant to Chapter 349, Hawaii Revised <br /> Statutes, is mandated the responsibility of developing and implementing educational, recreational, and <br /> cultural programs for the elderly. <br /> Pursuant to Title III of the Older Americans Act of 1965, as amended, 42 U.S.C. Section 3001, et seg•, <br /> section 30581, designated area agencies are responsible for developing and administering an approved <br /> plan or a comprehensive and coordinated system of services to the elderly in their respective areas. <br /> Therefore, the County of Hawaii Office of Aging is designated by the State of Hawaii as the azea agency <br /> responsible for services to the elderly in the County of Hawaii. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the <br /> Council to enter into agreements with the federal or state governments respecting action to be taken <br /> <br /> pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance <br /> in connection with projects being or to be undertaken pursuant to those powers. <br /> <br /> The Mayor is hereby authorized to sign in the name of the County to enter into agreements HA-99-1-N <br /> <br /> and HA-3A-N on behalf of the Office of Aging and the County of Hawaii. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 334-98 and <br /> <br /> recommends its adoption. <br /> Ici <br /> FC REPORT NO. 297 <br /> <br />
