COUNTY OF HAW <br />TE OF HAWAII <br />RESOLUTION NO. 13 09 <br />RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO NEGOTIATE A <br />NINETY-NINE YEAR LEASE WITH THE CATHOLIC CHARITIES HOUSING <br />DEVELOPMENT CORPORATION FOR THE PURPOSE OF DEVELOPMENT AND <br />CONSTRUCTION OF TRANSITIONAL AND AFFORDABLE RENTAL HOUSING AT A <br />SET LEASE RENTAL AMOUNT OF TEN DOLLARS PER YEAR. <br />WHEREAS, the Office of Housing and Community Development <br />("OHCD") has made several attempts over the last 15 years to <br />develop a comprehensive housing program to serve homeless <br />persons in West Hawai i; and <br />WHEREAS, the County of Hawaii ("County") secured the <br />parcel, identified as Tax Map Key 3/7-3-009:055 (the <br />"Property"), for the purpose of providing housing to the <br />homeless; and <br />WHEREAS, the proposed Kaloko Housing Program ("Program") <br />will function in collaboration with The Friendly Place (a <br />daytime service center) and the West Hawaii Emergency Housing <br />Program (an overnight housing program for individuals); and <br />WHEREAS, Chapter 2, Article 19, Section 2-120(a)(2), <br />Hawaii County Code, as amended, provides that the County <br />Council may direct the Finance Director to negotiate the <br />disposition of real property by lease to non-profit <br />organizations at such rentals and on such terms and conditions <br />as deemed proper without notice or appraisal; and <br />WHEREAS, the OHCD has determined that Catholic Charities <br />Housing Development Corporation (CCHDC) is a qualified <br />non-profit housing developer; and <br />WHEREAS, the CCHDC proposes <br />transitional housing units and 30 <br />Property (the "Project"); and <br />o construct at least 24 <br />affordable rental units on the <br />WHEREAS, the construction of the Project and operation of <br />the Program will increase housing opportunities for homeless and <br />low-income families in West Hawai i. <br />
