No. 319-98 <br /> PLACE: Councilroom <br /> <br /> TIME: 11:45 A.M. <br /> <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 319-98, reports as follows: <br /> Resolution No. 319-98, transmitted by Finance Director Hany Takahashi, via Communication No. 970, <br /> dated September 2, 1998, authorizes the Mayor to enter into an agreement for a Food Processing and <br /> Visitors Center Feasibility Study in the District of Ka'u, Hawaii. <br /> The Economic Development.4dministration (EDA) is desirous to assist in creating economic opportunities <br /> in the District of Ika'u. Therefore, EDA has issued a grant of $30,000 for a consultant to determine <br /> whether the Ka'u region has the resources to establish a food processing facility and visitor center. Further, <br /> the consultant will determine what resources aze available m the azea to justify a facility, review literature <br /> on local crops, provide information on the appropriate size for the facility, determine whether existing <br /> facilities at the closed Ka'u Sugar Mill can be utilized, determine how a visitor center concept utilizing <br /> historic and cultural amenities of the area can be incorporated, detennine the costs, develop potential <br /> funding sources, develop a management plan, and provide a written report on the above activities. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, Gounty departments must obtain the consent of the <br /> Council to enter into agreements with the Federal or State governments respecting action to be taken <br /> pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance <br /> in connection with projects being or to be undertaken pursuant to those powers. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 319-98 and <br /> recommends its adoption, <br /> ]ci <br /> ''y° wsz Respectfully submitted <br /> CHUNG X <br /> LEITHEAD-TODD X COMMITTEE ON FINANCE <br /> RAY X <br /> SANTANGE[.O X <br /> sntrrH X AARON S.Y.
