REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: August 4, 1998 Re: Comm. No. 928/Res. 298-98 <br /> PLACE: Councilroom <br /> TIME: 10:35 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 298-98, reports as follows: <br /> Resolution No. 298-98, transmitted by Finance Director Harry Takahashi, via Communication <br /> No. 928, dated July 23, 1998, authorizes the Mayor to enter into amulti-year agreement for <br /> animal control services. <br /> The County is desirous to contract with an organization for animal control activities pursuant to <br /> Chapters 46 and 143, Hawaii Revised Statutes, and Chapter 4, Hawaii County Code which <br /> authorize the County to regulate a variety of animal activities. Further, the County finds it is in <br /> the best interest of the County that the contract for animal control services covers more than one <br /> year. Therefore the County has issued a Request for Proposal seeking to contract with an <br /> organization to provide animal control services for a period up to June 30, 2002. <br /> Pursuant to Section 143-15. F{awaii Revised Statutes, the County may contract with any society <br /> or organization fom~ed for the prevention of cruelty to animals for the seizure and impounding of <br /> all unlicensed dogs and for the maintenance of a shelter of pound. Further, Section 4-6, Hawaii <br /> County Code, authorizes the County Council to appropriate funds for stray dogs, cats and small <br /> <br /> domesticated animals and for the assistance of societies to accomplish the related responsibilities <br /> <br /> which arc delegated to the societies.
