COUNTY OF HAWAII <br />STATE OF HAWAI~I~ <br />RESOLUTION NO. 26 09 <br />A RESOLUTION ENCOURAGING DIALOG BETWEEN THE COUNTY OF HAWAII, <br />THE STATE OF HAWAII, AND APPROPRIATE GOVERNMENTAL AGENCIES OF <br />THE UNITED STATES OF AMERICA, REGARDING ELIGIBILITY UNDER ANY <br />AND ALL EXISTING OR PROPOSED ECONOMIC STIMULUS AND <br />STABILIZATION PACKAGES, INCLUDING, BUT NOT LIMITED TO, THE NEW <br />"FOOD, CONSERVATION AND ENERGY ACT OF 2008". <br />WHEREAS, economic stimulus and stabilization packages are currently being <br />encouraged and proposed by programs such as the new Food, Conservation and Energy Act of <br />2008 (also known as the 2007 U. S. Farm Bill, the Farm Bill Extension Act of2007 or Farm, <br />Nutrition, and Bioenergy Act of 2007, and the Food and Energy Security Act of 2007), enacted <br />on May 22, 2008, which relate to various azeas such as energy, conservation, nutrition, and rural <br />development; and <br />WHEREAS, these economic stimulus and stabilization packages also encompass a wide <br />variety of programs that promote and foster reseazch, education, and activities designed to ensure <br />that these programs effectively coordinate and integrate across various disciplines, agencies, and <br />institutions; and <br />WHEREAS, during periods of economic downturn and employment instability, it is both <br />prudent and opportune that the County of Hawaii collaborate and work diligently with the State <br />of Hawaii to identify and pursue these programs and any other source of federal funding <br />beneficial to the citizens of the County of Hawaii and of this State; and <br />WHEREAS, in furtherance of promoting safe and healthy environments and economic <br />stability for its citizens, the Hawaii County Council finds that it is imperative and fiscally <br />prudent that the County of Hawaii and the State of Hawaii collaborate and pursue any and all <br />economic stimulus and stabilization programs that are applicable to, and which both the County <br />of Hawaii and the State of Hawaii are eligible; now, therefore, <br />BE IT RESOLVED that in the interest of public health, safety, welfare, and economic <br />well-being, it is both fiscally prudent and opportune that the County of Hawaii work jointly with <br />the State of Hawaii in pursuing the various economic stimulus and stabilization packages that <br />are mutually beneficial to the County of Hawaii and State of Hawaii, and <br />BE IT FURTHER RESOLVED that the County of Hawaii and the State of Hawaii aze <br />encouraged to commence dialog through interagency networking and begin the process of <br />identifying the various programs that both the County of Hawaii and the State of Hawaii could <br />be deemed eligible including, but not limited to, the new "Food, Conservation and Energy Act; <br />of 2008", and <br />
