No. 274-98 <br /> <br /> PLACE: Councilroom <br /> <br /> TIME: 10:45 A.M. <br /> <br /> Chair and Members <br /> <br /> Hawaii County Council <br /> <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 274-98, reports as follows: <br /> <br /> Resolution No. 274-98, transmitted by Council Member AI Smith, via Communication No. 854, <br /> <br /> dated May 14, 1998, requests the support of the National Association of Counties' (NACo) <br /> <br /> position opposing federal preemption of local zoning authority over satellite broadcast and <br /> <br /> cellular phone antennas. <br /> <br /> Currently, the Federal Communications Commission and Congress is entertaining a proposal that <br /> <br /> would preempt local zoning authority over the location of both satellite broadcast antennas and <br /> <br /> cellular phone towers. NACo has been in opposition to this proposal and has taken a position <br /> <br /> recognizing that local governments are the closest to the people and, accordingly, are more <br /> <br /> knowledgeable about and accountable for the consequences of land use decisions.
