No. 273-98 <br /> PLACE: Councilroom <br /> TIME: 10:45 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 273-98, reports as follows: <br /> Resolution No. 273-98, transmitted by Council Member Al Smith, via Communication No. 853, <br /> dated May 14, 1998, requests the support of the National Association of Counties' platform on <br /> the Intermodal Surface Transportation Efficiency Act (ISTEA). <br /> The ISTEA originally passed in 1991 and authorized to provide $156 billion over a six yeaz <br /> period for highways and transit systems and provide for a more flexible program with an <br /> enhanced role for local government officials. The program expired in September 1997. <br /> Congress failed to reauthorize ISTEA in 1997; however, it did pass asix-month extension to <br /> keep funds flowing to local and state governments. Cunently, Congress is once again <br /> considering the reauthorization of ISTEA. <br /> <br /> NACo supports the following key points regazding the reauthorization of ISTEA: <br /> • Increased funding of highways, bridges, and mass transit. <br /> • Retention of the existing ISTEA program structure, specifically those programs that have <br /> provided funds to county governments such as the surface transportation program, the bridge <br /> program, and the transit program. <br /> • Strengthened role for both urban and rural counties in the planning and project selection <br /> process. <br /> • Removal of the highway and transit trust fund from the unified budget or similaz proposals to <br /> spend more of the fuel tax revenues collected in the trust fund. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 273-98 <br /> and recommends its adoption. <br /> Ici <br /> AY`° nee ex Respectfully submitted <br /> CHUNG X <br /> LEITHEAD-TODD X COMMITTEE ON FINANCE <br /> RAY X <br /> SANTANGELO X <br /> SMITH X <br /> TYLER x AARON S. .
