No. 171-97 <br /> PLACE: Councilroom <br /> TIME: 10:45 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 171-97, reports as follows: <br /> Resolution No. 171-97, transmitted by Finance Director Harry Takahashi, via Communication <br /> No. 537, dated October 9, 1997, abolishes Position No. 3850, Police Officer II, PO-07. <br /> The aforementioned position was created by Resolution No. 23-95 to specifically combat the <br /> problem of driving under the influence of intoxicating liquor violations. The Department of <br /> Transportation has since stopped all funding for this program; therefore the Police Department <br /> has requested that this position be abolished. <br /> Resolution No. 171-97 was originally heazd on November 4, 1997, and deferred pending <br /> comments from the administration regazding the feasibility of maintaining the position with <br /> County funds. Subsequently, Police Chief Wayne Carvalho reported that the Police Department <br /> <br /> has temporarily assigned aCounty-funded Police Officer to replace the federally-funded <br /> <br /> position. <br /> <br /> Pursuant to Article V, Section 5-1.3(c), Hawaii County Chazter, the Mayor has the power to <br /> <br /> create positions for which appropriations have been made by the Council and abolish positions <br /> <br /> with the consent of the Council. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 171-97 <br /> <br /> and recommends its adoption. <br /> Ikc <br /> Aya Noes A&E EX <br /> CHUNG X - Respectfu0y submitted <br /> LE[THEAD-TODD X ~ COMMITTEE ON FINANCE <br /> RAY X <br /> SANTANGELO X <br /> sM[Tx x AARON .Y.
