No. 8~5 /Bill No. 224 <br /> PLACE: Councilroom <br /> TIME: 10:45 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 229, reports as follows: <br /> Bill No. 229, transmitted by Council Member John Ray, via Communication No. 816, dated <br /> Apri122, 1998, initiates a charter amendment to Section 3-2, Article III, Hawaii County Chazter <br /> relating to composition and terms of the Hawaii County Council. <br /> In the 1996 general election, the electorate of Hawaii County voted to enact an amendment to the <br /> Hawaii County Charter to establish term limits of Council Members not to exceed four <br /> consecutive two-yeaz terms. Subsequently, Bill No. 229 proposes to initiate a charter <br /> amendment to establish the term limits of Council Members not to exceed two consecutive four- <br /> year terms. <br /> For further clarification, Section 3 of Bill No. 229 states, <br /> To honor the spirit and intent of the 1996 term limitation Chazter amendment, this <br /> ordinance establishing conversion to four-year terms of office beginning in the year 2000 <br /> determines that any council member elected in 1996 and re-elected to office in the 1998 <br /> and 2000 general elections shall be eligible to serve consecutive terms of office until <br /> 2004. This ordinance finds that incumbent council members elected in 1996 may serve <br /> two (2) two-yeaz terms until the yeaz 2000, and one (1) four-year term until the year <br /> 2004. <br /> Pursuant to Article XV, Section 15-1(a), Hawaii County Charter, amendments or revisions of <br /> <br /> this charter may be initiated by ordinance of the council adopted after three readings on sepazate <br /> <br /> days and passed by the affirmative vote oftwo-thirds of the entire membership. <br /> Your Committee on Finance is in accord with the purpose and intent of Bill No. 229 ana <br /> <br /> recommends it pass first reading. <br /> Ikc <br /> Ayes Noes A&E EX <br /> CHUNG X Respectfully submitted <br /> LEITHEAD-TODD X COMMITTEE ON FINANCE <br /> RAY X <br /> SANTANGELO X (_~N1\ <br /> SMITH x AIR <br /> TYLER X AARON S.Y.
