REPORT OF THE <br /> CONINIITTEE ON FINANCE <br /> DATE: April 15, 1998 Re: Comm. No. 742.O1Bi11 No. 203 <br /> PLACE: Councikoom <br /> TIME: 2:10 P.M. <br /> Chair and Members <br /> Hawaii County Counci] <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 203, reports as follows: <br /> Bill No. 203, transmitted by Mayor Stephen Yamashiro, via Communication No. 742.01, dated <br /> February 27, 1998, submits the 1998-99 Capital Improvement Program (CIP) and Budget <br /> proposal consisting of 22 projects with a total cost of $20,264,000. <br /> As with prior yeazs, the majority of projects included in the proposed CIP and budget reflects the <br /> County's continuing effort to provide for public health and safety. In addition, the <br /> Administration also took into account the need for additional infrastructure and improvements to <br /> existing facilities due to the County's increasing population. <br /> The CIP and budget list also includes funding to continue the County's efforts to comply with <br /> the federal mandates of the Americans with Disabilities Act (ADA) and the Environmental <br /> Protection Agency (EPA). Several appropriations which will lapse on June 30, 1998, aze also <br /> included in this proposal. <br /> Your Committee originally reviewed the CIP and budget on Mazch 24, 1998, at the departmental <br /> and program budget reviews held from Mazch 23-25, 1998.
