Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 251, reports as follows: Resolution No. 251, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 778, dated Mazch 23, 1998, approves cost items agreed upon by the Employers and the Hawaii Government Employees Association (HGEA) for bargaining unit 13 and employees excluded from bargaining unit 13 (BU73) for the period from July 1, 1997, through June 30, 1999. The cost items are a continuation of step movements, a 1.55% across-the-boazd increase on January 1, 1998, and a 1.54% across-the-board increase on July 1, 1998. The estimated cost to the County of Hawaii for the aforementioned negotiated cost items will be $505,488. Additional adjustments such as employer's contribution to the Employees Retirement System, vacation, holiday, and sick leave reparations will increase the total cost to $660,299. The increased cost for this fiscal year will be covered by the Provision for Compensation Adjustment appropriation in the current budget. Pursuant to Section 89-10(b), Hawaii Revised Statutes, relating to collective bazgaining, the employer must submit within ten days of the date on which the agreement is ratified by the employees concerned all cost items contained therein to the appropriate legislative bodies. Members of Your Committee expressed concern at the County's ability to pay future salary increases due to an unpredictable financial forecast.
