<br />.. a.. .. <br /> <br />. <br /> <br />. <br /> <br />COUNTY OF HAWAII <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NO. <br /> <br />31 <br /> <br />97 <br /> <br />RESOLUTION AUTHORIZING THE EXTENSION OF THE PUBLIC SEWER FOR <br />WAIAKEA HOUSELOTS, PHASE II, LOCATED AT HILO, DISTRICT OF SOUTH <br />HILO, COUNTY AND STATE OF HAWAII. <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII. <br /> <br />WHEREAS, extensions to the sewer system are beneficial to the <br /> <br />community as a whole. By elimination of existing cesspools, the <br /> <br />amount of pollutants reaching the groundwater and the coastal <br /> <br />waters is reduced, resulting in a cleaner, healthier environment; <br /> <br />and <br /> <br />WHEREAS, extensions to the sewer system are beneficial to the <br /> <br />Department of Public Works by increasing the revenue base and <br /> <br />allowing more cost-efficient operation of our existing facilities <br /> <br />by reducing the unit cost of treatment; and <br /> <br />WHEREAS, the Waiakea Houselots area was included as part of <br /> <br />the design area for the Final Supplemental Environmental Impact <br /> <br />Statement and Hilo District Facilities Plan Amendment prepared for <br />the Hilo Wastewater Treatment and Conveyance Facilities in 1989 by <br /> <br />M&E Pacific, Inc.; and <br /> <br />WHEREAS, as a grant condition for the Hilo Wastewater <br /> <br />Treatment Plant, the EPA required that the County build a comple:te <br /> <br />waste treatment system in accordance with the Facility Plan. <br /> <br />Failure to comply with this condition couJd result in action by <br /> <br />the EPA to recover a portion of the grant funds awarded; and <br />
