REPORT OF THE
COMMITTEE ON FINANCE
DATE: February 3, 1998 Re: Comm. No. 670/Res. No. 219
PLACE: Councilroom
TIME: 11:30 A.M.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Resolution No. 219, reports as follows:
Resolution No. 219, transmitted by Finance Director Harry Takahashi, via Communication
No. 670, dated January 6, 1998, authorizes the deletion of two (2) Water Safety Officer II State-funded
positions, the creation of four (4) Water Safety Officer II 1/2T County-funded positions, and the transfer of
one (1) Water Safety Officer II State-funded position to County-funded.
The Department of Pazks and Recreation currently has three Water Safety Officer II State-funded positions,
Nos. 3812, 3839, and 3840, for service at the Kona Coast State Park. As the pazk no longer requires
coverage by these officers, these positions remain unfunded. Proposed in this measure is the transition of
Position No. 3812 from State-funded to County-funded for County beach park coverage in West Hawaii.
Also proposed in Resolution No. 219, is the creation of four Water Safety Officer II 1/2T positions. Two
positions will provide for double weekend coverage at Onekahakaha and Carlsmith Beach Pazks, and will
allow for lunch breaks at Honoli'i, Onekahakaha and Richardson Beach Pazks during the weekdays. The
other two positions will allow for West Hawaii coverage at Kahalu'u and La'aloa Beach Parks.
This measure further transfers funds from the Hoolulu Pazk Complex Repairs to Facilities Account No. 010-
500-5511.02-110 to the Aquatics Regular Salaries and Wages Account No. 010-500-5513.01-011 to cover
the cost of the additional positions. However, this measure inadvertantly left out the amount to be
transferred, therefore, a second draft of Resolution No. 219 was submitted transferring funds in the amount
of $26,880.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to create positions
for which appropriations have been made by the Council.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 219, Draft 2 and

recommends its adoption.

lkc
Ayes rvoes A&e ex Respectfully submitted
CHUNG X
LEITHEAD-TODD X COMMITTEE ON NCE
RAY X
SANTANGELO X ~
SMITH X ~ T
TYLER X AARON S.Y.
