No. 657Bi11 No. 187 <br /> PLACE: Councilroom <br /> TIME: 10:30 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 187, reports as follows: <br /> Bill No. 187, transmitted by Council Member Dominic Yagong, via Communication No. 657, <br /> dated December 26, 1997, amends Chapter 21 of the Hawaii County Code, 1983 (1995 edition), <br /> as amended, by deleting monthly wastewater usage charges for units exceeding the maximum <br /> water allowances. <br /> Currently, there are three categories of wastewater users, Single Unit Residential, Multi-Unit <br /> Residential and Commercial. As approved by the Hawaii County Council on May 7, 1997, all <br /> categories pay a monthly base rate chazge of $20, and a monthly usage chazge of $3.55 per 1,000 <br /> <br /> gallons over the maximum water allowance. For Single Unit and Multi-Unit Residential the <br /> maximum water allowance is 12,000 gallons while the maximum for Commercial is 8,000 <br /> ga]lons. Bill No. 187 proposes to delete the monthly usage chazge for all categories of users. <br /> <br /> Although this measure would provide relief to users who exceed their maximum water <br /> allowances, members of Your Committee struggled with an approximate $2 million loss in <br /> <br /> revenue. Your Committee discussed various options to provide financial relief to users while <br /> <br /> not negatively having an impact on County revenues. One such option would establish a flat <br /> <br /> base rate charge for all categories of users. As a new bill would need to be generated for such a <br /> <br /> measure, further information was requested of the Wastewater Division prior to the next Council <br /> <br /> meeting. Other amendments to this bill were proposed to no avail.
