There are two existing dwellings, storage sheds, and an aviary <br />on the parcel. Adjacent properties to the north and south/southwest are zoned RS-20, and <br />properties to the east/southeast are zoned A-la. The State Land Use designation for the <br />subject property is Urban. Therefore, the proposed change of zone would complement <br />the existing land uses in this area and will provide for an orderly development of the area. <br />The Planning Director supports this rezoning request to allow atwo-lot <br />subdivision with one home on each lot Therefore, a condition will be included in the <br />change of zone ordinance to prohibit a second dwelling (ohana) unit and a condominium <br />property regime on each lot. The applicant will also be required to convert the two <br />existing dwellings on proposed Lot 12-A into a single unit. As a result, the rezoning will <br />not increase the potential number of houses but provides the owners the option of <br />subdividing into two lots. <br />All utilities and services are available to the site. County water. is available to the <br />site. There is a septic tank and a cesspool on the site. Electricity and telephone services <br />are available to the property. Police and fire stations are located in Keaau. Access to the <br />site is from Volcano Road to TMK: 1-7-16: 50, an approximately .23-acre roadway lot. <br />The applicant has provided documentation in the form of a quitclaim deed allowing use <br />of the parcel for roadway access and utility purposes. The Department of Public Works <br />(DPW) provided no comment with respect to the use of the roadway lot for access <br />purposes. Access to the property shall meet with the requirements of the Department of <br />Transportation. <br />The property has no severe geological or topographical problems which cannot be <br />rectified or which would render the land unusable. The project site is located in Zone <br />"X", areas determined to be outside the 500-year floodplain. All development generated <br />storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br />roadways. <br />
