SO 91- <br />(DRAFT 2) <br /> <br />A RESOLUTION SUPPORTING THE PRESERVATION OF THE ALA KAHAKAI AND <br />NATIONAL TRAILS DAY ON JUNE 7,1997. <br /> <br />WHEREAS, the ALA KAHAKAI was developed by native Hawai'ians many hundreds of <br />years ago as an essential part of the island's cross-country trail network, providing <br />communication, food, water, trade and refreshment for the people of Hawai' i, and impressions <br />left by those ancestors can still be seen in the earth and lava rock within and along the <br />ALA KAHAKAI, linking all of Hawai'i's peoples with the native culture of these islands; and <br /> <br />WHEREAS, the island of Hawai' i has attracted national attention for its 170 mile <br />shoreline trail system, known as the ALA KAHAKAlor "Trails by the Sea," running from <br />North Kohala through the Kona, Ka'u and Puna districts; and <br /> <br />WHEREAS, United States Senator Daniel K. Akaka sponsored legislation passed by <br />Congress as H.R. 6184 in October 1992, directing the National Park Service to specifically study <br />the ALA KAHAKAI for inclusion into the National Trails System as the first and only trail in the <br />State of Hawai' i to ever be so included; and <br /> <br />WHEREAS, the ALA KAHAKAI is a major historical, cultural and recr~ational attraction <br />for residents and visitors alike and provides a showcase for the many natural and cultural <br />, . <br />treasures extending along'the coastline of Hawai' i Island in a manner compatible with our <br />traditional values; and <br /> <br />WHEREAS, there is a need for ongoing management and monitoring of public use of the <br />ALA KAHAKAI to protect the natural and cultural resources associated with the trail and to <br />integrate the concerns of the private property owners over whose land the trail passes as well as <br />the concerns of native Hawai'ians whose relationship to the lands are culturally rooted; and <br /> <br />WHEREAS, "National Trails Day" is Saturday, June 7, 1997 across the United States of <br />America and the non-profit group, E Mau Na Ala Hele is sponsoring an event that same day on <br />Hawai'i Island which will bring attention to the significance of the ALA KAHAKAI with its <br />historic, cultural, biologic, geologic, scenic and recreational features. <br />
