No. 641Bi11 No. 181 <br /> PLACE: Councilroom <br /> TIME: 11:00 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 181, reports as follows: <br /> Bill No. 181, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 641, dated <br /> December 16, 1997, amends Article V of the Hawaii County Charter by creating a new Data <br /> Systems Department. <br /> Currently, the County handles its data processing concerns through a division within the <br /> <br /> Department of Finance. However, an increase in service demands by vazious departments and <br /> agencies warrants establishing a new Data Systems Department. The new department will be <br /> charged with the responsibility of coordinating and developing data systems throughout the <br /> County, and to insure that departments and agencies are properly advised in their development <br /> of data and telecommunication systems. <br /> <br /> Furthermore, the current Data Processing Division does not have substantial influence over data <br /> systems directions being taken by other departments and agencies which has resulted in the <br /> external auditors criticizing the division for not updating the ] 991 Long-Range Strategic <br /> Information Systems Plan. <br /> <br /> Pursuant to Article XV, Section 15-1 of the Hawaii County Charter, amendments or revisions of <br /> <br /> this charter maybe initiated by ordinance of the council adopted after three readings on separate <br /> days and passed by the affirmative vote oftwo-thirds of the entire membership. <br /> <br /> Your Committee on Finance is in accord with the purpose and intent of Bill No. 181 and <br /> <br /> recommends it pass first reading. <br /> Ikc <br /> Ayes Nees A&E EX <br /> CHUNG X Respectfully submitted <br /> LEITHEAD-TODD X CO ITTEE ON FINANCE <br /> RAY X <br /> SANTANGELO X I, 1 ~ <br /> SMITH X < ~ <br /> TYLER X AARON S.Y.
