"H ~~,- --::~r' <br />(DRAFT 3 ) <br />RESOLUTION AUTHORIZING THE COUNTY OF HAW All TO ENTER INTO AN <br />AGREEMENT WITH THE UNITED STATES OF AMERICA, PURSUANT TO HRS 46-7, <br />FOR A STATEWIDE MARIJUANA ERADICATION GRANT, <br /> <br />WHEREAS, the United States of America ~ough the State Department of the <br />Attorney General Crime Prevention and Justice Assistance Division, is desirous of providing <br />funding for expenses to conduct marijuana missions; and <br /> <br />WHEREAS, the Hawaii County Police Department is ready and willing to proceed <br />with its obligations to conduct marijuana missions; and <br /> <br />WHEREAS, pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal <br />government may enter into agreements with the Council of the County of Hawaii respecting <br />the furnishing, expenditure or receipt of funds or other assistance; and <br /> <br />WHEREAS, public concerns on the effectiveness of the marijuana eradication program <br />warrants a more comprehensive program review of the funding in operations of the program, <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br />OF HAW All that it requires as conditions of County Project Number 96-DB-13 and its <br />accompanying grant agreement that: (1) some of the funds be expended on a program review <br />of the marijuana eradication program, which shall be submitted to the Council within 90 days <br />of the grant's termination or sooner and (2) no funds shall be used on aerial herbicide and <br />chemical spraying of marijuana plants, <br />
