REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> <br /> DATE: December 2, 1997 Re: Comm. No. 582/Res. No. 185 <br /> PLACE: Councilroom <br /> TIME: 10:50 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 185, reports as follows: <br /> Resolution No. 185, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 582, <br /> dated November 6, 1997, approves the cost items agreed upon by the employers and Hawaii <br /> Government Employees Association (HGEA) affecting bargaining units 03, 04, 63 and 84 for <br /> the contract period July 1, 1997 through June 30, 1999. <br /> The cost items aze a continuation of step movements during the two yeazs covered and a 2.23% <br /> across-the-boazd increase on January 1, 1998. The estimated cost to the County of Hawaii for <br /> negotiated cost items wil? be $1,315,616. Additional adjustments such as employer's <br /> contribution to the Employee Retirement System, vacation, holiday, and sick leave repazations <br /> will increase the total cost to $1,715,993. The increased costs for this fiscal year will be covered <br /> by the Provision for Compensation Adjustment appropriation in the current budget. <br /> Pursuant to Section 89-10(B) of the Hawaii Revised Statutes relating to collective bargaining, <br /> the employer must submit within ten days of the date on which the agreement is ratified by the <br /> employees concerned all cost items contained therein to the appropriate legislative bodies. <br /> Members of Your Committee were concerned with approving salary increases at a time when the <br /> County's economy is in a decline and reductions in revenues aze anticipated. Conversely, some <br /> members voted in favor of the cost items because they were negotiated in good faith by the <br /> Government Employees of the State and County, and because funds to cover the additional <br /> remuneration's are budgeted. <br /> A motion asking Your Committee on Finance to approve Resolution No. 185 failed by the vote <br /> reflected below.
