<br />...-. <br /> <br />. <br /> <br />. <br /> <br />- /""' <br />. <br /> <br />COUNTY OF HAWAII ' <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NO. <br /> <br />129 97 <br /> <br />A RESOLUTION IN SUPPORT OF SENATOR JOHN McCAIN'S FEDERAL <br />LEGISLATION, SENATE BILL 268, PROVIDING FOR THE MANAGEMENT OF <br />AIRSPACE OVER NATIONAL PARKS. <br /> <br />WHEREAS, on February 7,1997, Senator John McCain introduced the National <br />Parks Overflights Act of 1997, Senate Bill 268, in the United States Senate that would <br />regulate flights over National Parks in Hawaii and elsewhere in the nation; and <br /> <br />WHEREAS, under Senator McCain's legislation, the Secretary of the Interior <br />would develop recommendations to set minimum altitudes for overflights, flight Free <br />Zones, curfews and other flight restrictions, for aircraft operating over National Parks; <br />and <br /> <br />WHEREAS, the Administrator of the Federal Aviation Administration would, <br />based upon these recommendations, develop a plan to restore and promote quiet and safety <br />within our National Parks; and <br /> <br />WHEREAS, this bill further requires Secretary of Transportation to work together <br />with the Administrator ofthe Federal Aviation Administration to propose methods to <br />encourage the use of quiet aircraft in our parks; and <br /> <br />WHEREAS, the bill's objectives are consistent with similar legislation authored or <br />co-sponsored by Hawaii's congressional delegation, including Senator Daniel K. Inouye, <br />Senator Daniel K. Akaka, and Representative Patsy T. Mink, to address related aspects of <br />the overflight problem; and <br /> <br />WHEREAS, the Hawaii State Legislature recognizing the need for Hawaii's unique <br />National Parks to be managed for the purpose of resource preservation and public safety, <br />passed both HCR No. 119, H.D.l, S.D.l and H.R. 73 in support of Senator McCain's <br />National Parks Overflight Act of 1997. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br />OF HAWAII that it encourages the preservation of the natural, cultural, historical, and <br />wildlife resources of our National Parks through proper management. <br /> <br />BE IT FURTHER RESOLVED that the Council supports the objectives of Senator <br />John McCain's National Parks Overflights Act of 1997 bill and urges Congress to pass the <br />bill in its entirety. <br />
