J;. ---- . . -I COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 161 97 RESOLUTION CREATING AN ACCOUNT CLERK POSITION FOR THE DEPARTMENT OF PARKS & RECREATION. WHEREAS, the Department of Parks & Recreation has 536 positions, with another 200+ summer fun positions; and WHEREAS, of the 536 positions, approximately 80 are part-time, working on a 7 -day operating schedule; and WHEREAS, 105 new temporary part-time positions were recently added to the Culture and Arts, Elderly Activities and Recreation Divisions; and WHEREAS, due to the increase in new positions, number of temporary appointments, and summer fun employees, both the personnel and payroll/ fiscal sections have had difficulty in keeping up with their expanded workload; and WHEREAS, the Department of Parks and Recreation has 13 Divisions/Sections and, with a total of 641 positions, is one of the largest departments in the County of Hawaii; and WHEREAS, of the 13 Divisions/Sections, five Sections have no Account Clerk or support staff, hence they depend on the three employees in the accounting/ fiscal section of the Administrative Division; and WHEREAS, just one payroll clerk processes' time sheets; distributes pay checks; keeps individual leave and attendance records on each employee; completes computations to pay all workers compensation claims, TDI, payroll adjustments; and files all documents relating to payroll; plus the complex calculations of the part-time and temporary employees; and WHEREAS, by creating another Account Clerk, SR-11, position in the Administrative Division of the Department of Park~ and Recreation, the additional position would be able to assist the payroll/ fiscal section, thus allowing the personnel in that section more time to do their assigned duties; and
