COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 54 09 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF DEFENSE, STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR SUPPORT OF THE COUNTY OF HAWAI`I'S MULTI-HAZARD MITIGATION PLAN UPDATE WHEREAS, an update of the County of Hawai`i's multi-hazard mitigation plan is required to be submitted to the Federal Emergency Management Agency (FEMA) by July 2010; and WHEREAS, the multi-hazard mitigation plan is in support of State and County commitments toward long term strategies to reduce the risks of natural hazards and will reduce further losses: and WHEREAS, the update to the multi-hazard mitigation plan is to include information from two (2) University of Hawaii projects: Lava flow modeling and Landslide area mapping, and one (1) County of Hawaii Department of Public Works' Comprehensive Floodplain Management program; and WHEREAS, the State of Hawaii, through the federal share, is providing the funding for all of these projects; and WHEREAS, the non-federal match will be provided in the form of in-kind contributions by the participating agencies; and WHEREAS, the Hawaii County Civil Defense Agency is designated as the pass- through agency, for all invoices related to the projects, to the State and will also maintain accountablility of all in-kind activities that contribute towards the non-federal share; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers.
